CTDOT Praises Biden Administration's Final Rule on Greenhouse Gas Emission Reduction

The Connecticut Department of Transportation (CTDOT) today praised the Federal Highway Administration's (FHWA) final rule on new national performance measures for greenhouse gas (GHG) emissions in the transportation sector. This rule provides a framework for states to measure GHGs consistently across state lines, which means we can best measure our progress and identify pain points together rather than in a vacuum.

In 2022, Connecticut joined nine other states and the District of Columbia, expressing support for the new rule.

Transportation is the largest contributor to GHG and accounts for 37% of emissions in Connecticut. The final rule strengthens CTDOT's ability to assess GHG emissions from transportation and marks another step towards understanding and further reducing these emissions to tackle the impact of climate change.

"We can't improve what we don't measure," said Connecticut Department of Transportation Commissioner Garrett Eucalitto. "The final rule will guide our agency's work in eliminating greenhouse gas emissions to reduce the impacts of climate change. CTDOT is proud to support this final rule and will continue to collaborate with FHWA and our peer state DOTs to reduce our state's GHG emissions."

This national rule aligns with Connecticut's executive order 21-3 signed in 2021 directing CTDOT to set a vehicle miles traveled (VMT) reduction target for 2030, as well as a section of the recently passed Public Act 23-135 which also requires CTDOT to biennially establish a transportation carbon dioxide reduction target for the state that sets the maximum amount of carbon dioxide emissions allowed from the transportation sector by October 2030.

Historic Connecticut River Ferries to Close November 30

Historic Connecticut River Ferries Close November 30 for the 2023 Season

The Connecticut Department of Transportation (CTDOT) reminds the public that the two historic Connecticut River ferries will close for the 2023 season on Thursday, November 30. Until then, both ferries will operate on weekdays from 7 a.m. to 6:45 p.m. and on weekends from 10:30 a.m. to 5 p.m. Services will not run on Thanksgiving Day, November 23, 2023.

Thus far this season, the Chester-Hadylme Ferry and the Rocky Hill-Glastonbury Ferry have combined to carry nearly 48,000 vehicles and 120,000 passengers.

"It was another great year for ferry operations on the Connecticut River. Thank you to thousands of passengers for riding with us and to our crews for delivering another safe and successful ferry season here in Connecticut," said Connecticut Department of Transportation Deputy Commissioner Karen Kitsis. "We look forward to next season's operations as we continue providing alternative transportation options across the scenic Connecticut River. In the meantime, there's still time for folks to experience Connecticut's wonderful ferries over the next couple of weeks."

The Rocky Hill-Glastonbury Ferry is the nation's oldest continuously operating ferry, first coming into service in 1655. It travels between Rocky Hill and Glastonbury on the Connecticut River, providing a crossing between Hartford and Middletown. The Chester-Hadlyme Ferry launched service in 1769. It continues the scenic Route 148 between Chester and Hadlyme and is a shorter travel route than crossing over the East Haddam Swing Bridge.

While the ferries plan to close for the season on November 30, services may experience interruptions due to weather conditions, water levels, or mechanical issues. Any closures or delays will be posted on the CTDOT real-time travel and traffic website CTroads.org.

CTDOT Announces Additional Train Service on the Hartford Line During Thanksgiving Travel

In anticipation of increased ridership over the Thanksgiving holiday, the Connecticut Department of Transportation (CTDOT) is alerting riders that additional trains are being added on the Hartford Line (HL). The New Haven Line and Shore Line East will also operate with modified schedules over the holiday. 

 

CTrail and Amtrak Hartford Line will operate a Saturday schedule on Thanksgiving Day, Thursday, November 23, and a weekday schedule on Friday, November 24. Additional CTrail HL trains will be added to the schedule to accommodate the anticipated increased passenger volume.

 

Four northbound and four southbound CTrail trains will be added to the schedule on Tuesday, November 21 and Wednesday, November 22. Three northbound and three southbound CTrail trains will be added to the schedule on Sunday, November 26.

 

"The day before Thanksgiving is expected to be the busiest day of the year for rail travel, so we're adding additional trains on the Hartford Line to meet that demand," said Connecticut Department of Transportation Public Transportation Bureau Chief Benjamin Limmer. "We'll also have volunteers at stations to assist customers so they can board quickly and reach their destinations safely and on time." 

 

The following additional CTrail trains will operate on Tuesday, November 21 and Wednesday, November 22:

 

Southbound:

  • 4471 arriving in New Haven Union Station at 10:35 a.m.
  • 4473 arriving in New Haven Union Station at 2:12 p.m.
  • 4475 arriving in New Haven Union Station at 5:47 p.m.
  • 4419 arriving in New Haven Union Station at 11:47 p.m.

Northbound:

  • 4402 departing New Haven Union Station at 7:06 a.m.
  • 4470 departing New Haven Union Station at 10:57 a.m.
  • 4472 departing New Haven Union Station at 2:25 p.m.
  • 4494 departing New Haven Union Station at 7:50 p.m.

 The following additional CTrail trains will operate on Sunday, November 26:

 

Southbound:

  • 6461 arriving in New Haven Union Station at 12:13 p.m.
  • 6409 arriving in New Haven Union Station at 3:03 p.m.
  • 6465 arriving in New Haven Union Station at 5:50 p.m.

 Northbound

  • 6450 departing New Haven Union Station at 8:38 a.m.
  • 6460 departing New Haven Union Station at 11:20 a.m.
  • 6462 departing New Haven Union Station at 2:00 p.m.

While reservations are never required on CTrail HL trains, passengers planning to ride an Amtrak HL train during the holiday should make a reservation before traveling through the Amtrak website or the Amtrak mobile app. All Amtrak trains may reach capacity in this peak travel period and if at capacity, will not accept CTrail ticket holders on board the train. During this holiday, passengers using Amtrak multi-ride tickets such as monthly passes and ten-trip tickets should also make a reservation on board whichever Amtrak train they wish to use. Travel is encouraged early in the day to avoid overcrowding.

 

HL passengers are encouraged to pre-purchase their rail tickets before boarding. CTrail passengers may purchase their rail tickets using the CTrail eTix mobile ticketing app or at CTrail ticket vending machines.
