I-95 Northbound is congested between Exits 4 and 9 (2.9 miles) because of Road Work between Exits 8 and 10 (2.5 miles). Road Work in effect today until 3:00 pm. The right and center lanes are closed. Reported Wednesday, August 17 at 10:50 am.
